The Department of Quality Management

(According to the Regulation on Ho Chi Minh City University of Transport’s Organization and Operation issued together with Resolution No. 14/NQ-HĐTĐHGTVT of the University Council on January 11, 2021)

 
1. Function

The Department of Quality Management is responsible for counseling and assisting the President in organization, management, assessment, accreditation, quality assurance in education and internal examination and inspection.

2. Responsibility

In addition to the responsibilities specified in Article 35 of the Regulation on UT-HCMC’s Organization and Operation, the Department of Quality Management also has the following responsibilities:

      a) Internal Inspection

    1. Developing plans to inspect and examine on a regular basis, annually and organize the implementation of such plans according to the provisions of law after being approved by the President;
    2. Researching and concretizing legal documents on educational inspection activities to meet UT-HCMC’s development requirements;
    3. Inspecting and examining the implementation of educational policies and laws;
    4. Inspecting and examining the implementation of objectives, plans, programs, contents, regulations of training and examination, conferring degrees and certificates; implementing regulations on curriculum materials, lectures and other necessary conditions for ensuring the quality of the University’s various training forms and levels;
    5. Assisting the President to receive and verify complaints and denunciations related to the education and training and proposing effective measures to the University’s Board of leaders to settle according to regulations of the Law on Complaints and Denunciations;
    6. Performing the tasks of preventing and detecting corruption cases in the field of education and training and proposing effective measures to the University’s Board of leaders to settle according to the regulations of Anti-Corruption Law;
    7. Reporting and summarizing practical inspection experience; proposing effective measures to ensure compliance with educational laws; recommending modifications and supplements to current educational regulations;

       b) Examination

    1. Developing a formal examination procedure in compliance with Ministry of Education and Training regulations to meet the general needs of the Education and Training sector, as well as the University, and to ensure and enhance the training quality;
    2. Directly designing and counseling the President on issuing management documents, examination – testing processes, and guiding to examination, monitoring and checking the implementation of examination documents after issuing;
    3. Supervising the designing and managing of the bank of constructed-response questions, multiple-choice questions, oral exams for all subjects in the University; organizing, printing and distributing exam papers in accordance with the procedure; assigning manpower to supervise, invigilate, preparing rooms and stationery for examinations; coordinating to organize, supervise the marking and secret-keeping of exam papers in accordance with regulations; solving complaints, shortcomings and exam papers re-assessment;
    4. Coordinating with relevant units to organize entrance and graduation examinations and organize, monitor, inspect examinations of the University.
    5. Organizing the execution of testing and examinations reform; proposing necessary technical equipment for the process of organizing examinations, marking exam papers and evaluating exam results; deploying information and technology applications into the examination of the University.
    6. Participating in the professional training courses conducted by higher authorities and organizing training sessions for the University’s lecturers on examination;
    7. Monitoring, assessing, and reporting the results of University’s examination (once a semester) to the President.

       c) Quality Assurance

    1. Organizing the development of strategies, quality assurance plans, management documents on quality assurance, regulations and internal use instructions on the criteria for quality assessment at the educational institution and training program level;
    2. Establishing an internal quality assurance system; organizing and developing internal quality assurance processes for key activities of the University, directly implementing and supervising all quality assurance activities for the University’s units;
    3. Directly implementing quality self-assessment at the educational institution and training program level, guiding self-assessment in units, and synthesizing self-assessment results in the University.
    4. Directly organizing and implementing external assessment in the University in response to quality accreditation organizations’ requests;
    5. Directly updating, collecting, processing ranking information, assessing the quality of each unit in the University; preparing records, reports of the University to participate in stratification and ranking according to current regulations;
    6. Participating in verifying of subjects and majors opening schemes for the university training and cooperation programs; coordinating with units in the implementation of training programs in the University;
    7. Directly organizing and coordinating with units to build and develop quality culture in the University;
    8. Participating in research, proposing and counseling the President on advanced university management models; coordinating with units to organize the exploitation of resources for university governance; participating in building the university’s operation and administration documents;
    9. Building databases and quality assurance information system; providing statistics, reporting, analyzing and evaluating quality assurance in response to the University’s Board of leaders’ requests;
    10. Directly organizing and coordinating with stakeholders in developing regulations, investigating, surveying and collecting feedback from relevant units and monitoring quality improvement activities;
    11. Organizing training for professional managers and lecturers on designing and developing training programs, curriculums, teaching and learning methods, methods for testing and assessment, assessing and transferring a bank of examination questions.
    12. Organizing professional training and fostering courses, researching and counseling organizations and individuals concerned with examination, assurance, assessment and educational quality accreditation as designated by the President in compliance with the provisions of law;
    13. Basic research, applicable research and technology transfer in education quality assurance, measurement and education quality assessment, education quality accreditation, university governance, building and assessing the quality management system;
    14. Participating in external assessment at the educational institution and training program level.

   d) Organizational Structure

Implementing in accordance with Article 35 of the Regulation on UT-HCMC’s Organization and Operation.

The divisions of the Department of Quality Management are as follows:

– The Division of Examination;

– The Division of Inspection.

– studying, searching documents of the Government and the field of quality management in relation to the designing and management of quality assurance on higher education, as well as the designing and development of quality cultures;

– organizing and developing internal quality assurance processes for the University’s key operations, as well as implementing and monitoring the entire quality assurance activities for units in the University;

– building databases and quality assurance information system; providing statistics, reporting, analyzing and evaluating quality assurance in response to the University’s Board of leaders’ requests.

– supervising the designing and managing of the bank of constructed-response questions, multiple-choice questions, oral exams for all subjects in the University; assessing the quality of exam questions; participating in the professional training courses conducted by higher authorities and organizing training sessions for the University’s lecturers on examination;

– directly connecting with international organizations on ABET Standard Program Assessment (Accreditation Board for Engineering and Technology;

– participating in as a member of working groups secretariat, coordinating the implementation of self-assessment plans at the educational institution, training program level and re-assessment activities;

– coordinating consultants to organize short-term training courses for members of quality assurance teams to receive certificates; developing a guide to quality assurance with processes and guidelines based on quality assurance criteria to support sources of evidence for verification; participating in training programs assessment in terms of international standards and university rankings.
